Kyrgyzstan Now Supports Cashless Payments Through Alipay QR Code

ELCARD Mobile app users in Kyrgyzstan are now eligible for cashless payments via Alipay QR code.
Alipay+ is a cross-border digital payment and marketing solution that serves as a unified gateway, enabling merchants to accept dozens of international e-wallets and banking apps through a single integration.
According to Pan Yan, Head of Strategic Partnerships at Alipay+, the cross-border Alipay QR code payment systems are becoming increasingly important for global commerce.
The main goal of Alipay’s partnership with Kyrgyzstan’s Interbank Processing Center (IPC) is to improve global payment connectivity in Kyrgyzstan through interoperable digital payment systems.
With this partnership, they seek to make cross-border transactions more convenient, promote financial inclusion, and help local consumers and businesses participate more actively in the global digital economy.

How does Alipay’s QR code payment partnership work?

Users in Kyrgyzstan can make cashless payments through the ELCARD mobile app by directly scanning the Alipay app payment QR code shown on the screen.
Meanwhile, merchants can use the ELCARD mobile app’s built-in QR code generator to create QR codes that can be scanned by the Alipay app.
With the digital payment provider available on the ELCARD app, overseas buyers can easily pay Kyrgyz merchants directly by scanning the Alipay QR code without worrying about converting their money to local currency.
Opening cross-border QR codes for payment like this ensures users experience better financial inclusion for overseas purchases and simpler transactions, and creates more opportunities for businesses involved in regional trade.
Why is Kyrgyzstan’s ELCARD partnering with Alipay?

Cross-border commerce has been experiencing rapid growth in recent years, with around $5.7 trillion projected to be spent on online purchases in 2025 alone, and it is expected to surpass $8 trillion by 2026, according to Insider Intelligence’s e-commerce forecast report.
Mobile payment providers play a central role in the surge of cross-border commerce, with digital wallets, largely mobile-driven, accounting for about 52% of global e-commerce payments, particularly for cross-border purchases (from Market Reports World).
Currently, Alipay+ QR codes connect more than two billion user accounts to over 150 million merchants across 220 destination markets worldwide, all supported by its 50 international payment partners and over 10 national payment schemes.
In Asia alone, countries such as Japan, India, Hong Kong, and South Korea have access to Alipay’s cross-border payments.
With the new development, Kyrgyzstan is expected to better connect its digital economy with its Asian counterparts.
The integration helps reduce the gap among neighboring countries and, more importantly, the reliance on cash during international travel while providing consumers with a familiar, convenient way to pay with the new Alipay QR code payment process.
Almaz Baketaev, Chairman of the National Bank of the Kyrgyz Republic, highlighted the impact of the new payment capability during the launch announcement.
“Our citizens now have access to a payment system covering merchants worldwide,” Baketaev expressed. “Wherever they are, they can make payments in any currency easily and without any complications.”
What this means for Kyrgyzstan's digital economy
While there hasn’t yet been any clear mention of Kyrgyzstan’s or Alipay’s plans for the future, this expansion was clearly built on their ongoing efforts to modernize their payment infrastructure.
With this new cross-border system, authorities expected a simpler, more efficient payment system for many of Kyrgyzstan’s tourists, labor migrants, and businesses.
At the same time, it also expands Kyrgyzstan’s economic ties with China and other Asian countries that use the same Alipay app QR code payment system, such as India, Singapore, and Japan.
Altymysh Turatbekov, the Chairman of the IPC, echoed the same sentiment in his statement during the press release.
He described the initiative as a key milestone for Kyrgyzstan’s payments industry, highlighting the partnership’s role in developing a modern digital payment infrastructure.
By integrating financial technologies into everyday transactions, they aim to deliver seamless, accessible, and borderless payment experiences for the country’s consumers and businesses.
